Description
The Program Support Center on behalf of the Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) intends to negotiate and award a contract to Wolters Kluwer on a sole source basis under the authority of FAR 6.302-1. The contract is for publishing of a special issue of the journal Medical Care on the CAHPS Cultural Competence Item Set and the CAHPS Item Set for Addressing Health Literacy. The Consumer Assessment of Healthcare Providers and Systems (CAHPS) program develops and supports the use of a comprehensive and evolving family of standardized surveys that ask consumers and patients to report on and evaluate their experiences with health care. These surveys cover topics that are important to consumers, such as the communication skills of providers and the accessibility of services. The special issue will consist of 10 articles that have been peer-reviewed and edited through Medical Care. It is necessary to award this contract to Wolters Kluwer due to Medical Care's unique experience in publishing CAHPS supplements; its policy of distributing special supplements to their entire readership of health care professions in the fields of planning, organization, financing, provision, and evaluation of health services - including members of the American Public Health Association's Medical Care Section; its ability to attract browsers seeking information on CAHPS instruments to a free, online copy of the supplement because of its past publication of CAHPS articles and its reputation as a top-rated journal. Medical Care is dedicated to articles on the CAHPS Cultural Competence and Health Literacy item sets. Medical Care is a peer-reviewed journal devoted to the administration and delivery of healthcare. Medical Care is rated as one of the top ten journals in healthcare administration. Full and open competition is not feasible as Medical Care is the only journal that will effectively reach the target audience of health services researchers who work on CAHPS. Medical Care has a long tradition of publishing CAHPS studies, with 93 CAHPS publications to date and one special issue on CAHPS. Medical Care is the journal that researchers go to find technical articles on CAHPS instruments. In addition, full and open competition is not feasible because Medical Care is the only top ten journal in healthcare administration which publishes methodological special issues and has accepted a proposal. Other journals in the top tier (e.g., JAMA, New England Journal of Medicine) do not publish special issues. Others (e.g., Health Affairs) do not publish methodological papers. Interested organizations capable of performing the above with the requisite qualifications and expertise should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements. Sources shall demonstrate that they have experience in publishing CAHPS supplements and recruiting reviewers with CAHPS expertise. Sources shall also demonstrate that they can reach a broad readership of members of physicians, nurses, pharmacists, policy analysts, teaching faculty, researchers, public health administrators, patients, consumers that have interest CAHPS item sets with print copies at no additional charge to the subscriber, and make copies of the supplement freely available online. Sources shall also demonstrate that they are one of the top ten journals in healthcare administration.
