- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army ACC-APG Contracting Center, Natick Contracting Division, on behalf of US Army Natick Soldier Research, Development and Engineering Center's (NSRDEC) Navy Technology Objective: Human Systems Integration, intends to award a firm fixed price purchase order on a sole source basis to: TECHSHOT, INC., GREENVILLE, IN 47124. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The proposed purchase is for the Automated Shipboard Dishwashing System (ASD'S) installation, upgrade and one year service agreement. The ASDS is for use by sailors' onboard naval vessels to reduce manpower and total ownership costs. The ASDS will be upgrade to specifically function in the naval marine environment in support of the Navy optimized crewing plan. The (ASDS) significantly reduces the high manning requirement in shipboard scullery operations such as aircraft carriers. It is a modular, drop-in system of automated conveyors, an automated prewash/scraping station, automated silverware soaking station, and a commercially available dishwasher, all controlled by a dedicated programmable logic controller(PLC). The system automatically performs all dishwasher rack routing and transfer tasks, prewash, scraping, and silverware soaking processes. ASDS includes a prognostics and diagnostics system which uses real-time data as it measures, records, and displays key scullery metrics such as machine operating hours, maintenance cues, alarms, and error messages which eliminates or significantly reduces unscheduled maintenance events. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Contract N65538-07-M-0092 was awarded on 3 April 2007 under the SBIR Phase I Program and Contract N00024-09-C-411 0 was awarded on 12 November 2008 under the SBIR Phase II Program to Techshot, Inc. for "Automated Shipboard Dishwashing System prototype (ASDS) are a result of these two SBIR efforts. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was not conducted because this purchase is the result of a Congressionally-mandated program and is authorized by S.3362 SBIR/STTR Reauthorization Act of 2008. 4. Any other facts supporting the use of other than full and open competition: None at this time. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: In FY07 two vendors were down-selected and awarded ASDS SBIR Phase I contracts to compete for a Phase II SBIR contract award. After evaluation by the Proposal Evaluation Panel one vendor Techshot, Inc. was selected in FY08 to perform an ASDS SBIR Phase II effort. The ASDS prototype is completed, but needs to be upgraded through an SBIR Phase III contract award to operate in the unique Navy marine environment. 6.
