- Market Research Questionnaire The Federal Bureau of Prisons is conducting market research in compliance with Federal Acquisition Regulation, Part 10. The Government contemplates awarding an indefinite-delivery, requirements-type contract with firm-fixed unit prices. The projected requirement is for the provision of Legal Assistance Services to assist Federal Inmates who are illiterate or otherwise unable to fully press their own legal matters incarcerated at the United States Penitentiary (USP) located at Leavenworth, KS. Services will be provided for the inmate population on-site. The requirement is for an estimated thirty (30) sessions (a session being defined as 1 hour in duration) to be performed on-site monthly. It is anticipated that a resulting contract will consist of a one year contract with no option periods. The contract period will consist of an estimated 72 one (1) hour sessions. The service shall provide legal assistance to inmates at the USP and Federal Prison Camp (FPC). The program must be under the supervision of an Attorney, licensed to practice law in the State of Kansas and shall whenever possible, provide law students with clinical experience. The schedule may require some evening and weekend hours based on program needs.
