Description
Design-build (or design/build, and abbreviated D-B or D/B accordingly) is a project delivery system used in the construction industry. It is a method to deliver a project in which the design and construction services are contracted by a single entity known as the design-builder or design-build contractor. The design-build procurement route changes the traditional sequence of work. It answers the client's wishes for a single-point of responsibility in an attempt to reduce risks and overall costs. It is now commonly used in the VA for contracts entered into with private entities. The Department of Veterans Affairs is seeking an instructor-led, in-person Design-Build professional training course that will be offered to both Contract Specialists and Engineers that develop, award, and administer projects across Veterans Integrated Service 18 (VISN18-Arizona, West Texas, New Mexico). The contractor would be expected to provide a course that is tailored to the VA's processes in D/B. This course will give students an in-depth understanding of the design-build process. They will learn why design-build is the fastest growing construction delivery method and about its advantages and potential pitfalls. They also will be able to identify and analyze the roles and responsibilities for everyone involved. Students will learn how to prepare request for qualifications (RFQs), prepare request for proposals (RFPs) and performance specifications. They will learn how to select the best value design-builder using federal, state, and private-sector methods. It is imperative that Students benefit from lessons learned in previous design-build contracts and put these lessons to practical use in real-life examples. The course may be offered either once or twice, depending on staffing levels, and will be held in either Phoenix, AZ or Albuquerque, NM, or both. The number of participants for the course(s) will range from 15-20. The VA is requesting information on available contractors that can provide training that will assist the VA in: "Selecting projects that will benefit from DB delivery; "Optimizing the balance between performance specified requirements and method specified requirements. "Avoiding costly and time-consuming errors due to poorly written RFPs and SFOs. "Developing the skill of proposal evaluation planning; "Understanding the complex relationships between design and construction on a fast-track project. The Contractor will be able to: "Explain the design-build process "Compare and contrast design-build with design-bid-build "Provide instructions and guidance on implementing design-build successfully "Define advantages and disadvantages o design-build "Discuss the new legal responsibilities and strategies for managing design-build liabilities. In your response to this request for information the VA requests the following: "How can the contractor tailor programs specific to the VA's Design-Build process(es) "Pricing Information "Class and/or date availability "Course Syllabus, outline, or agenda "Course length options (1 day, 2 day, 1 week, etc.) "Minimum instructor qualifications or requirements that your firm employs "Instructor travel information and/or requirements Please note, this RFI is not a solicitation for offers, nor is it a request for proposals or quotes.
