Description
The US Army Contracting Command at Aberdeen proving Ground (C4ISR) proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority FAR 6.302.The proposed action is on a Firm-Fixed-Price (FFP) basis, for Prophet System Field Level Spare Parts. The ground based Prophet System consists of a combination of Prophet Sensors & Controls that provide the Army with a Signal Intelligence (SIGNIT) capability and provides intelligence support by reporting the location, tracking, and identity of radio frequency emitters in the commanders area of interest. L-3 Communications designed, developed, and is the sole producer of the Prophet System. Without the technical data package, no other source is capable of providing compatible spare parts. This requirement will result in an award to L-3 Communications (L-3), 3033 Science Park Rd., San Diego CA 92121-1101 under the authority 10 U.S.C. 2304(c)(1) & FAR 6.302-1. This notice of intent is not a request for competitive proposal. However, all responsible vendors are welcome to submit a capability statement which shall be evaluated by the agency. The consideration of capabilities and determination to conduct any future competitive procurement is solely within the discretion of the Government. Responses should be submitted within 15 days of this Synopsis posting. Any interested parties should contact Mohamed Rizki with any questions or concerns at mohamed.rizki.civ@mail.mil Solicitation Number W15P7T-11-R-A250 is assigned for reference purposes. The Army Contracting Command utilizes the Army Single Face to Industry (ASFI) website to allow electronic posting of Solicitation for Request for Proposals (RFP's), Request for Quotations (RFQ's), and Invitations for Bids (IFB's) from the ACC to industry. All parties interested in doing business with the ACC are invited to access, operate, send and receive information from ASFI at https://acquisition.army.mil/asfi/.
