- Description
- The Naval Surface Warfare Center, Carderock Division, intends to award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) cost plus fixed fee (completion) contract for specialized engineering and technical services to support near-shore and open-ocean research designed to enhance the Navy ™s understanding of ship behavior in ocean environments, the ability to measure and quantify the ocean environment, and to investigate new or emerging ocean sensor technologies. Task areas include test planning for shipboard and large-scale laboratory tests; field test support, including deployment and operation of oceanographic, electromagnetic, and acoustic sensors and management of data networks; development and support of ocean and environmental sensors, related data networks, and data processing algorithms; analysis of hydrodynamic, acoustic, electromagnetic, and oceanographic data; and designing and constructing sensors and sensor systems incidental to testing efforts. The proposed contract will have an ordering period of five years for the issuance of task orders. The intended source is the University of California, Scripps Institution of Oceanography (SIO), La Jolla, CA under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements due to their extensive experience in the fields of oceanography and hydrodynamics, the oceanographic facilities and UNOLS research vessels they possess, and the Scripps Pier that is a test platform that provides the necessary view of unidirectional waves desired for a variety of Navy research efforts including hydrodynamic loading of structures and measurement of electromagnetic multipath effects from ocean clutter. Interested parties may identify their interest and capability to respond to this requirement by submitting a capability statement demonstrating that they can provide the specialized services and facilities required for this requirement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
