Description
NASA/JSC has a requirement for direct support to the NASA JSC WB-57 Program Officefor aircraft alterations, maintenance, modification, repair, Computational Fluid Dynamic(CFD) evaluations, and structural design and analysis of aircraft structure, includingaircraft systems modification, payload development, and payload integration. Theservices required include analysis of engineering designs and technical documentation ofthe analysis to be delivered to NASA. NASA/JSC intends to purchase these services from ATA Engineering, Inc.The NASA WB-57Program Office has an urgent need for these engineering services to meet near term NASAmission requirements. ATA Engineering, Inc. has recently completed work for NASA for theWB-57 aircraft. In the execution of these contracts, ATA has developed a uniqueunderstanding of the structural characteristics of the NASA WB-57 aircraft (only 2aircraft in existence). The engineering services require extensive knowledge of theairplane structural characteristics that only can be gained by direct experience. Thesame individuals that performed previous analysis are available to continue their workand provide the required support. Duplication of this capability from another companywould result in substantial cost to the Government and unacceptable delays in fulfillingWB-57 Program mission requirements. Therefore, NASA/JSC intends to initiate a solesource procurement for the services with ATA Engineering, Inc.The statutory authoritypermitting Other Than Full and Open Competition is 10 U.S.C. 2304(c)(l), as contemplatedby the provisions of Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)(iii). The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 19, 2011.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
