- Notice of Sole Source Intent This notice is not a request for competitive quotes. The Bureau of Reclamation, Dakotas Area Office, intends to award a purchase order to the SD Archaeological Research Center to scan and index archaelogical manuscripts and maps on-site at the Research Center. The SD Archaeological Research Center is the sole repository for archaeological manuscripts and maps. It is the official repository for archiving Reclamation's cultural resource data from South Dakota. This procurement is being conducted pursuant to Part 13 of the Federal Acquisition Regulations. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition has been prepared and approved by the Great Plains Regional Office Chief of Contracting. The Government intends to award this requirement on or around September 23, 2011. Vendors that have questions regarding the sole source nature of the requirement or believe they could fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer. Vendors shall submit their written Letter of Interest no later than September 20, 2011. Responses received after September 20, 2011 may not be considered by the Government. Responses to this notice should be mailed to the Bureau of Reclamation, Attention: DK-3000, PO Box 1017, Bismarck, ND 58502, or faxed to 701-250-4326, Attn: Elaine Felchle, or e-mailed to efelchle@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or an "other than small business" under North American Industry Classification System (NAICS) Code 561730. The applicable Small Business Size Standard is $7.0 million. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Note 1: Effective October 1, 2003, any contractor interested in doing business with the federal government must be actively registered in the Central Contractor Registration (CCR). Contractors may register at http://www.ccr.gov. Note 2: Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the government must complete their representations and certifications online. All representations and certifications which use to appear in Section K are now located online. To complete the online representations and certification, contractors shall register in the Online Representations and Certification Application (ORCA) at http://orca.bpn.gov.
