- Notice of Intent to Award a Sole Source Procurement Labcore SDMS/Data Package Management Solution The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management inWashington, D.C. intends to award one (1) sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of a data package management system. Labcore Data Package Management Solution (DPM) system will provide a solution that ties all Region 6 Lab?s informatics systems together and rapidly produce, assemble and store reports. Labcore?s system will perform the following functions: ?This sytem monitors the EPA Region 6 Promium LIMS database for the creation of new projects numbers.?This system creates a folder Labcore when a new project number is found to track the project and its associated work orders. This folder will contain the documents and data necessary to create the data package and provide a variety of management screens and reports to automate the tracking and management of the data package.?This system will capture project number changes such as the addition of a new work order.?It will automatically configure the data package type and other attributes that will be determined from the LIMS.?It creates multiple templates that can be selected when a new data package is needed.?Files that are edited are under Labcore?s document controls which captures versions and creates and audit trail.?The data package workflow will track the status of the various documents required for the data package generation. ?Automates the collection of documents such as COCs and uploads documents from their original source. ?Instrument data will be captured from files printed by the instrument software and automatically uploaded into Labcore.Labcore?s system is the only system known to meet Region 6?s mandatory requirements in order to successfully integrate with Region 6?s operations. The mandatory requirements are as follows: 1.Must meet R6 requirements for document/data management and workflow in a web based, enterprise class application;2.Must provide complete traceability, audit tracking and electronic signatures;3.Must contain a searchable format for document and data retrieval;4.Must be able to extract instrument data, scanned documents, electronic documents, email, LIMS/external database data and associated metadata such as work order numbers and customer numbers;5.Must be able to automatically transmit the data and assemble the specified report into one final PDF file;6.Must have the ability to customize workflows that control the review process to ensure complete and accurate data review;7.Must provide the means to track timeliness and completeness of the data packages; and8.Must have an existing laboratory that is already using the system that we can visit to see it work in a real laboratory environment.No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm or individual that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received within ten (10) calendar days of the date of this announcement, will be considered. Responses to this posting must be submitted via e-mail. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
