Description
This is a combined Synopsis/Solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-11135. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-53, dated July 5, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a multimode plate reader on a sole source basis from PerkinElmer Health Sciences. Item/Description/Quantity: 1) EnSpire Multimode Plate Reader, #2300-0000, -detection technology: absorbance, -xenon flash lamp, -shaker with three modes of linear, orbital, and double orbital, -plate height sensor, -positive identification for filters and mirrors, -plate ID Barcode Readers: all four side of the plate, -EnSpire software including data analysis package, integrated computer and 17' touch screen, qty-1, 2) Label -free Tech, #2301-0110, qty-1, and 3) 2300 Dispenser, #2300-0070, qty-1. The EnSpire Multimode Plate Reader displays multiple capabilities including luminescence, absorbance, fluorescence, time-resolved fluorescence, alpha technology, and label-free technology. This equipment will allow the lab to perform studies of receptor-ligand interaction, GPCR assays, cellular assays, reporter gene assays and enzyme immunoassays. The alpha technology is a major technological advance for performing enzyme immunoassays, which provides much faster results with minimal labor, and the technology is essential for the lab in testing both HIV-1 replication and many cytokines and chemokines that is tested daily in the studies of HIV-1 pathogenesis. Award will be based on the following 1) meeting the salient characteristics, 2) price, 3) delivery, and 4) warranty. Delivery shall be made 45 days after receipt of order to Bethesda, Maryland 20892. FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
