- NASA/GSFC has a requirement for Qty One (1) Wet Labs ACS system 'hyperspectralabsorption and attenuation meter'. NASA/GSFC intends to purchase the items from Wet Labs Inc. WET Labs ACS system is theonly single hyperspectral meter that measures both absorption and attenuationsimultaneously. Simultaneous measurement of these data parameters is critical toachieving the requisite scientific and technical performance metrics.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Dorothy S. Baskin not later than 4:30 p.m. Wednesday, September, 28,2011. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
