Description
JOFOC for Rockwell Collins The Federal Emergency Management Agency (FEMA), intends to issue a sole source purchase order to Rockwell Collins for the purchase of two (2) 1 Kw High Frequency Radios. The two radios are Rockwell Collins URG-III for portable operations. The radios will be transportable to remote locations and the system will contain three (3) heavy duty transit cases. In addition, FEMA will also purchase a set of spare parts to ensure uninterrupted operation. Operation of these two radio system will require Rockwell Collins Engineering support to set up the system and ensure that the two radios are fully operational. The performance of this work will be done at the Frederick MERS facility, located at 4420 Buckeystown Pike, Frederick, MD, 21704. This action is being awarded on a sole source basis under FAR 6.302-1, only responsible source and no other supplies or services will satisfy agency requirements. This action is sole source based on the following facts: 1) The Rockwell Collins URG-III is the radio selected by other MERS detachments. In order to maintain interoperable communication during disaster and non-disaster events, FEMA must standardize its communications platform; 2) The Rockwell Collins model features several encryption features that are required based the program's mission; 3) Rockwell Collins engineering is needed because this a setup of a new radio system at a location that has not had a previous radio system. Initial market research and previous experience with this radio system indicates that this engineering needs to be performed in-house to ensure that the system is fully operational. See "Draft" Justification For Other Than Full and Open Competition Document. The estimated value of this purchase order is approximately $400,000.00 and the period of performance is six (6) months.
