- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number N68836-12-T-0009 applies and is issued as a Request for Quotation. The requisition number used for this solicitation is V55460-1274-0009. This procurement is set aside small business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 and Defense Acquisition Circular 91-19. The North American Industry Classification System (NAICS) code is 315299 and the business size standard is 500. Fleet Contracting Center, Naval Air Station Jacksonville FL intends to purchase the following line items: 0001 UNIFORM TAILORING SERVICE (FROM 1 OCT 11 THROUGH 30 SEPT 12) SEW RANKING INSIGNIA ON 8 POINT COVER (HAT) SEW RANKING INSIGNIA ON COLLAR OF CAMOUFLAGE OR DESERT UTILITY UNIFORM BLOUSE. SEW MEMBERS' LAST NAME ABOVE THE FRONT RIGHT POCKET OF BLOUSE. SEW THE U.S. NAVY PATCH ABOVE THE FRONT LEFT POCKET OF BLOUSE. SEW THE MEMBERS' PRIMARY SPECIAL WARFARE DEVICE ON THE LEFT SIDE ABOVE U.S. NAVY PATCH. SEW THE MEMBERS' SECONDARY (SECOND) SPECIAL WARFARE DEVICE ON THE LEFT SIDE BELOW THE U.S. NAVY PATCH. SEW THE SEABEE EMBLEM ON THE LEFT FRONT SIDE POCKET OF BLOUSE. SEW THE MEMBERS' LAST NAME ON THE BACK RIGHT SIDE OF TROUSER POCKET. REQUEST SOURCE OF SUPPLY MUST BE WITHIN 50 MILES RADIUS OF NCBC GULFPORT. VENDOR MUST HAVE ABILITY TO PICK UP AND DELIVER UNIFORMS. STATEMENT OF WORK The United States Navy requires tailoring of utility uniforms to support the Navy personnel processed for expeditionary missions and mobilization assignments. The following provides the minimum specifications required, and are applicable to both the desert and the woodland battle dress utility uniforms: 1.The contractor shall provide tailoring services as described below: 2. Each uniform will be tailored with the identifying badges sewn on in the appropriate locations. a.20th SRG Mobile Construction Battalions will have: i.The U.S. NAVY tape will be sewn flush above the left pocket, directly onto the uniform. ii.The Navy SEABEE Logo will be sewn centered on the left pocket which will require the pocket to be removed to accomplish this. iii.Name tape will be sewn on the right pocket of the trousers. iv.Members last name will be sewn on the right front pocket of the blouse. v.Primary Warfare Qualification should be four inches wide and centered one-quarter of an inch above the nametape on the left breast pocket. vi.Secondary Warfare Qualification should be centered one-quarter of an inch below the top flap of the left breast pocket. vii.Rank Insignia for Officers and Chief Petty Officers should be centered on the collar one inch from the front and lower edges of the collar and should be positioned along an imaginary line bisecting the angle of the collar point. Line Officers have rank insignia on both collars, and Staff Corps Officers and Warrant Officers will have the rank insignia on the right collar and the staff insignia on the left collar. Chief Petty Officers wear rank insignia on both collars. viii.Rank Insignia for Petty Officers (E4 to E6) wear rank insignia along an imaginary line bisecting the angle of the collar point with the bottom of the rank insignia one inch from the collar point. Petty Officers wear rank insignia on both collars. ix.Eagles will face each other for rank insignia on the collars. x.The eight-point cover with rank insignia centered flush with the headband portion of the cover on the forward section. xi.Request source of supply be within 50 mile radius.. 3) The contractor will be notified as to the Priority (**** High Priority, fastest level of service required****) when contacted by POC. Minimum.24-48 hours turn around on some uniforms (average 100 uniforms per week). Maximum 48-72 hour s turnaround time for others (up to 600 uniforms per week) 4) Cost per uniform will be based on the requirements listed in the schedule. Each uniform tailoring requirement will be provided on the Sewing Services For Military BDU s form, Attachment (1). The contractor shall complete a form for each requirement. 5) The vendor must have a drop off and delivery service. Vendor must pick up/drop off uniforms no earlier than 9:00AM and no later than 5:00 PM Monday through Friday, unless previous arrangements have been agreed to. POC for acceptance and inspection will be mentioned in the purchase order. In an emergency situation, CUU personal will drop off and pick up uniforms as required. (Attachment 1) SEWING SERVICE FOR MILITARY BDU S: As the requirements for uniforms vary with the individual s assigned theater of operation, please provide the cost of each individual sewing service listed below. When the uniforms are provided to the tailor for service, an information sheet will be provided along with the appropriate name, us navy, badges packaged for each individual job. 1. Sewing of rank/specialty on collar Cost/each collar = $____ per insignia 2. Sewing of rank on cover (hat) Cost/each Cover = $____ per rank device 4. Sewing of warfare badge on pocket flap cost/sewing $____ on pocket. 10. Embroidery and alteration of MTV name tapes and Flight Patches. The Government intends to make a single award to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government considering price and price-related factors.
