- PURCHASE OF A WIRELESS METER WHEEL This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of National Oceanic Atmospheric Administration, Great Lakes Environmental Research Laboratory located in Ann Arbor, Michigan intends to procure one wireless capable meter wheel with a 50' steel cable, RS-232 port and viewable digital display. A wireless unit is required due to current problems with crane extensions and interference with power cables in the crane's operation. The wireless meter wheel will be used on our various Research Vessels in the Great Lakes. The following specifications must be adhered to in order to meet the requirements of this procurement. 1. Must have a direct sunlight viewable digital display unit that allows the operator to view the information on the deck of a vessel in direct sunlight. 2. The display must be able to provide the operator at least cable payout and speed parameters. 3. The unit must operate on 110V AC power as that is the power source provided on our research vessels. 4. The power cable must be a length greater than 50 feet to allow access to various power sources located around the vessels. 5. A portable case must be provided to allow for safe storage over the winter and for return shipping should maintenance be necessary. 6. The meter wheel must have wireless capability from the meter wheel to the display unit. 7. The unit must have a RS-232 computer output port. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 334519 with a small business size standard of 500 employees. All quotes must be FOB destination Ann Arbor, MI 48108. The government intends to issue a firm fixed price contract, with delivery date no later than 30 days after award. All interested parties must respond to this announcement by 10:00 a.m., September 19, 2011. This is a simplified acquisition. Offers that meet the required specifications will be evaluated on past performance and best value to the government.
