Description
The Syracuse VA Medical Center is seeking technical and price proposals from CVE SDVOSB firms for VA Project 528A7-11-710 D-Wing Renovations based on posted RFP available on or about 8/18/2011: 1.Base Item: This project proposes to renovate rooms D325, D325A amd D327. D327 currently houses an outdated, non-functioning walk-in cooler that requires extrication with muliple utilities that require termination. This project will demolish the necessary existing walls, electric, lighting, ceiling, floors, asbestos mastic abatement, mechanical equipment, ductwork and plumbing for the current rooms at hand and will renovate them into two offices making D325 an office and consolidating rooms D327 and D325A into one office. This project will require basic office administrative utilities, all necessary cabling and equipment for voice and data lines and all new interior finishes. This project includes converting a utility gas meter room CG76 into a storage space for the Research Department. This will include installing a new door in a CMU wall, demolishing and infilling the existing door and providing new finishes inside the room to include new paint on the walls and ceiling and sealing the existing concrete floor. The project will upgrade the security system in the Ground Floor corridors of D Wing as well as the elevator located there and Building 16. This includes card readers, cameras, motion intrusion and other related components that will bring Research up to the VA's standards on physical security. 2.Option Item #1: This option proposes to renovate Corridors D345 and D345A in the D Wing of the facility. The renovation will be a halls and walls beautification to include new flooring, ceilings and interior finishes in these corridors. The floors will include the abatement of existing tile and mastic with an install of new rubber tile flooring. Ceilings will include new ceiling grid, ACT, diffusers and all radiant panels will be removed, painted and reinstalled. Interior finishes include new paint on walls with all doors be prepped and painted as well. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a Total Set-Aside for CERTIFIED Service-Disabled Veterans-Owned Small Businesses (SDVOSB). The construction range is estimated to be between $100,000 and $250,000 and will require bonding capacity in that range. The NAICS code is 236220 with a size standard of 33.5 Mil. Offers from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. All responsible sources may submit a proposal which shall be considered by the agency. PERFORMANCE OF WORK BY PRIME CONTRACTOR. At least FIFTEEN PERCENT (15%) of the cost of the contract performance incurred for personnel must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns, excluding supervision. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fedbizopps.gov) website, which may be issued to this solicitation. The offeror must be registered in Central Contractor Registration (CCR) and listed as a CERTIFIED VETERAN ENTERPRISE and be VERIFIED in the VetBiz database under the applicable NAICS as per class deviation effective 10/01/2010. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov.
