Description
Administration on Aging (AoA) through the Program Support Center (PSC), Division of Acquisitions Management, intends to make a sole source award in accordance with FAR 6.302-5, to the Institutes of Medicine (IOM), The National Academies for Forum on Global Violence Prevention, 500 Fifth Street, NW., Washington, DC 20001, for Forum on Aging, Disability and Independence. The National Academy of Sciences (NAS) was established by an Act of Congress and signed by President Lincoln in March 1863 to "investigate, examine, experiment, and report upon any subject of science or art....whenever called upon by any department of the Government." The Institute of Medicine (IOM) was chartered in 1970 by the National Academy of Sciences, under the terms of the 1863 Congressional charter. One central purpose of the NAS and IOM is to advise the government on issues of science, medicine, and technology. The Academy and its affiliated organizations are private, independent, nonprofit institutions that jointly possess a singularly unique status as congressionally chartered advisers to the government. This forum is important to the Administration on Aging for the following reasons: • The population of the United States is aging, and the risk of disability increases with age. Over the next decades, the issues and current challenges associated with aging and disability will continue to grow in importance to society and to individuals. • The IOM's Forum on Aging, Disability, and Independence will serve as a neutral venue through which decision makers in government, the marketplace, and the community can come together in the battle to prevent or reduce disabling conditions and environments and to enhance long-term services and supports for older adults and individuals with disabilities. The Forum will identify and examine challenges; explore new approaches for resolving problem areas; elevate the visibility of key issues that require additional attention; scrutinize important and potentially controversial scientific and policy issues; and set the stage for policy actions. • Forum topics will address a variety of themes that focus on reducing disability, improving function, improving quality of life, and optimizing value in health care delivery for persons with disabilities. Specific topics will include: integrating support systems, participant-direction, person-centered planning, assistive technologies, workforce, education, and training, research and evaluation, and public policies. • The Forum will meet 2-3 times annually and will use workshops (or symposia) as a mechanism for informing the membership, which will result in published workshop summaries. The Forum may also commission individually-authored papers for this purpose. • Forum members will include federal agencies, health professional associations, private sector businesses, foundations, academics, and consumers. For example, the Forum will bring together representatives from federal agencies (e.g., the HHS Administration on Aging, Centers for Disease Control and Prevention, National Institutes of Health), Department of Education (National Institute on Disability and Rehabilitation Research); Department of Defense; Department of Veterans Affairs; Social Security Administration Centers for Medicare and Medicaid Services; major health insurers (e.g., UnitedHealth); foundations (e.g., SCAN Foundation); private sector companies (e.g., Philips Home Health; Intel); health professional organizations (e.g., Gerontological Society of America); and consumer groups (e.g., AARP, NCIL). This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 10 days after publication of this notice, to the effect that comparable services are available, the purchase order will be awarded without further notice.
