Description
1. Introduction/Statement of Intent The FAA intends to award a single source contract to:Technical Innovation2975 Northwoods ParkwayNorcross, GA 30071 2. Description of Supplies/ServicesProcurement of equipment, materials and labor for installation of an ATL NEMC Video Wall for Purchase Order, DTFAWA-11-P-00224 3. Total Estimated Value and Period of PerformanceThe cost estimate for the Video Wall is $274,266.00. The Period of Performance will be from September 21, 2011 through September 20, 2012. 4. AuthorityThe authority for this single source procurement is AMS policy section 3.2.2.4. 5. Reasons for Single Source Technical Innovation provides a solution that uses IP video switching verses hardware input switching. This allows the input interface to use remote desktop protocols such as VNC. With this protocol any PC on the operations floor can display a single selectable window on the video wall. This solution also reduces the number of physical connections required. Technical Innovation is the only vendor using Barco products in their solution. FAA prefers Barco compatibility in order to ensure that new products can integrate seamlessly with existing systems. The Video Wall is a key element in the NEMC Concept of Operations. It will provide a heads-up display of the current status for all NAS Telecommunication and Network Messaging services. The improved situational awareness on the NEMC Operations floor will improve response time to service interruptions and reduce the number of flight delays caused by NAS Telecommunication and Network Messaging service interruptions. Market Analysis After extensive research and review, only Technical Innovation could meet the NEMC Operational Requirements. Technical Innovation, CineMassive and 9X Media responded to a request for demonstrations. Technical Innovation was selected due to the exemplary work performance exhibited with the Atlanta Operations Control Center (AOCC). 9X Media and CineMassive were selected using cold calls. During this review process, each Offeror had to demonstrate their ability to provide the product and services required as noted in the Statement of Work. FAA considered technical capability, past performance and price in determining to award to Technical Innovations. After the demonstrations, it was determined that Technical Innovation was the only vendor currently equipped to set up and integrate their video display system into the NEMC operations floor. Technical Innovation's Video Wall System is the only one that provides the all of the following requirements:An IP based video switching solution vs. hardware input switching; VNC-remote desktop protocol;Internet explorer; andSingle selectable window from any PC's desktop based on window identification not pixel location Attached are prices quotes from all three vendors. Other Facts Supporting Use of Single Source Technical Innovation is the only vendor that is Barco compliant. This means that they have the ability to interface with the existing systems without extensive interface development and additional cost. In addition, this vendor will provide the floor mount system for display, which was required in the Statement of Work. In addition, Technical Innovation will provide a custom stand that the video wall mounts on rather then mounting it directly to the wall. If wall relocation is required, the screens can be easily moved and remounted which is a great benefit. This vendor will also provide the necessary cables as required in the SOW. Labor and services are incorporated in their price. 6.
