- The United States Army Intelligence and Security Command (INSCOM), Fort Belvoir, VA 22060 intends to award a contract on a sole source bases to Western Aviation Corporation Services in Puerto Rico to accomplish the following objective: The contractor shall provide two mini-vans and one pick-up truck which is to be insured, repaired, maintained and fueled for use by the 204th Military Intelligence (MI) Battalion's (Bn) Liaison and aircraft crewmembers at the airport in Aguadilla, Puerto Rico. The vehicles will be at least 2008 or newer models with air conditioning and heating and use regular gasoline. The minivan shall be able to accommodate six to eight passengers. The vehicles will have at a minimum the following safety features: rear and front lights, rear view mirrors, windshield wipers, parking brake, and horn. Both the exterior and interior of the vehicles shall be free of excessive soil, rust, and damage. Corrective and preventative maintenance shall be provided as needed at the site where the vehicle is being utilized. Vehicles shall have all applicable permits, visible windshield stickers and/or visible magnetic markers that allow them to move freely in and around the flight line. These vehicle rentals shall be for a period of one year-29 September 2011 through 28 September 2012. The North American Industry Classification System (NAICS) code for this acquisition is 488119 with the size standard being $7 million. All interested parties are encouraged to provide information on their capabilities to meet this requirement in a cost effective manner in which the command will not have a lapse in service. In order to be considered a potential source, interested parties must submit a clear and convincing case demonstrating their capabilities to satisfy the requirement specified above and the advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona-fide capability to meet this requirement. Only written responses will be considered-send responses to shawn.m.smith4@us.army.mil All written responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirmative written response, indicating that comparable sources are available, is received within 5 calendar days of publication of this notice, the government shall proceed with a sole source award to Western Aviation Corporation Services.
