- Performance Work Statement This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VWCG1244AC01. This acquisition is unrestricted. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT: Internet Connection. This is NOT a requirement for equipment - only internet services. The government currently has Bright House equipment and any services must be compatible. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 effective 04 Aug 2011, DFAR DCN 20110819, and AFFAR AFAC 2011-0714. The North American Industry Classification System code (NAICS) is 517919, All Other Telecommunications. The Standard Industrial Classification (SIC) is S113, Telephone and/or Communications Service. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the quotation which offers the best value to the government. Multiple awards may be accomplished if any items are determined to be unbalanced. The Government also reserves the right to make no award at all. 1. Commercial WWW Internet Access to 7601 Blackbird Ave, Tampa, FL 33621 2. Single Dedicated Line with 5 Static IP Addresses 3. 20 MB Connection Period of Performance will be 12 months (base year) and two (2) one (1) year option periods. Period of Performance: Base Year: 1 Nov 11 - 31 Oct 12 Option Year 1: 1 Nov 12 - 31 Oct 13 Option Year 2: 1 Nov 13 - 31 Oct 14 Please label each year individually with costs and total for each year. In addition, include all costs associated with startup, if applicable. Customer Service/Support IAW Performance Work Statement (PWS), see attached. DELIVERY ADDRESS AND PLACE OF PERFORMANCE: The requirement is to be procured on behalf of Special Operations Command Central (SOCCENT), 7601 Blackbird Ave, MacDill AFB (Tampa), FL 33621. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full text: AFFARS 5352.201-9101, Ombudsman: OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
