- This is a combined synopsis/solicitation for providing software upgrades to existing E-exam software developed originally by Power Train for the Air Force Civil Engineering Support Agency (AFCESA) and modified for the Air Force Institution for Advanced Distributed Learning at Maxwell AFB-Gunter Annex, Alabama and is prepared in accordance with the format in Federal Acquisition (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This acquisition has been set aside for award to a Small Business. This notice constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number F2XHC21147A002 is being issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures under FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 (5 July 2011) and Defense Federal Acquisition Regulation (DFARS) change notice 20091015. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification system code is 541519 with a small business standard of $25M. CLIN 0001-Provide technical and engineering expertise needed to complete an upgrade to AFIADL's E-Exam software program which is anticipated to be date of award through 30 September 2012. Offerors should have significant prior expertise working with AFCESA CerTest or AFIADL E-Exam software. Please include information regarding your company's past experience working with this software. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
