Description
JOFOC On a SOLE-SOURCE basis, the U.S. Department of Transportation (DOT's) Surface Transportation Board (STB) and Transportation Research Board (TRB) plans to award a contract, purchase order or delivery order to National Academy of Sciences (NAS) for services in support of a "Technical Assistance and Information Dissemination to the Public Transportation Community". This contract will be awarded with a base of Twelve (12) months and two (2) Option years. These services will include TRB core technical activities, annual meetings and technical committee, as well as additional services outlined in the attached Statement of Work. The National Academy of Sciences, through TRP, supports and stimulates research and development in transit through many mechanisms: extensive committee and special panel activities on related subject areas; conferences and workshops; a field visit program; and other information transfer programs. It disseminates information through those same mechanisms, and in addition publishes and distributes throughout the transportation community technical reports of transportation research, thereby making significant contributions to avoidance of duplication and waste in federal, state and local research programs. USDOT has no other option for providing the support services needed from National Academy of Sciences because it is the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet our program requirements. Although the Government will continue to evaluate, on an ongoing basis, any interest shown by sources interested in competing for this requirement on subsequent acquisitions, it is not expected that any vendor other than National Academy of Sciences will be able to provide this maintenance. Nevertheless, any entity, other than National Academy of Sciences, which believes they can provide the needed services to STB/TRB, shall submit a capability statement to Pamala.millbrook.ctr@dot.gov no later than 11:40 PM EST on September 29, 2011.
