- This is a notice of proposed contract action the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is neither a request for proposals nor a solicitation. Under authority of 10 U.S.C. 2304(c)(5), as implemented by FAR 6.302-5, a direct award will be made to a Service-Disabled Veteran-Owned Small Business (SDVOSB). A contracting officer may award contracts to service-disabled veteran-owned small business (SDVOSB) concerns on a direct award basis IAW FAR 19.1406 and FAR 6.302-5, Authorized or Required by Statute and the Veterans Benefits Act of 2003. The Business and Enterprise Systems Directorate, Human Resources Systems Division intends to award a sole source contract to Diligent Consulting, Inc., 901 NE Loop 410 Ste. 600, San Antonio, TX 78209. Diligent Consulting was awarded eBOSS increment I and has gained significant insight of this requirement which limits the ability of other offerors to competitively bid on this effort. Under the contemplated contract, Diligent Consulting will provide sustainment and enhancements to the existing Electronic Board Operations Support System Increment I (eBOSS I) product. The following elements require either new functionality or partially modified requirements to the eBOSS I product:.Management Level Reviews.Force Management Boards (Reduction In Force, Selective Early Retirement, and Force Shaping).Special Selection Boards and Special Boards.Senior Non-Commissioned Officer Evaluation and Supplemental Boards.Brigadier General and Major General Selection Boards.Air National Guard Colonel Federal Recognition Boards.Command Screening Boards.Reserve Brigadier General and Major General Vacancy Boards.Reserve Brigadier General Qualification Boards.Reserve Promotion Enhancement Programs The sustainment of eBOSS I baseline during eBOSS II development, including updating the eBOSS application support documentation. The sustainment shall be completed as quarterly 'block' releases and emergency patches. The period of performance for this effort will be between 12 and 18 months. The supplies will be acquired using 3600 funds for eBOSS II development, travel, and ODCs, and 3400 funds for eBOSS I sustainment. If a SDVOSB concern believes it is capable of the meeting the Government's requirements, it may identify interest and capability to the Government by e-mail. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
