Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Quest Diagnostics, 14225 Newbrook Drive, Chantilly, Virginia 20151-2228 to provide training opportunities for Fellows in the Washington DC Metropolitan Genetics Fellowship Training Program. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's largest medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI) sponsors the Medical Genetics Training Program, which offers two-year fellowships for M.D.s and Ph.D.s in cytogenetics, biochemical genetics and molecular genetics. This program provides a remarkable opportunity for participants to conduct genetics research in some of the world's most advanced laboratories while gaining valuable clinical experience in the Washington, D.C. area. Participants gain broad expertise in basic and clinical genetics research and diagnostics. Quest Laboratories which provides training in Cytogenetics and Common Molecular Genetic Diagnostic Testing. This training is a segment of the mandated curriculum of the Washington DC Metropolitan Genetics Fellowship Training Program required for Board certification in Clinical Genetics, Clinical Biochemical Genetics, Cytogenetics and /or Molecular Genetics. This training must be provided in CLIA approved, diagnostic laboratories with expertise in this type of laboratory testing. Because most of these tests are diagnostic for very rare disorders these are the only labs that meet the American Board of Medical Genetics training criteria within a 40 mile radius of the NIH campus to allow Fellows to maintain their responsibilities at the NIH Clinical Center and train in these settings. Industry Classification (NAICS) Code is 621511, Medical Laboratories, with size standard in dollars $13.5M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by September 19, 2011 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
