- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is being issued as a request for quotation (RFQ) F9A3CE1223A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 334220 applies to this solicitation; business size standard is 750 employees. The South Dakota Air National Guard intends to issue a firm fixed priced purchase order for the delivery of the following items: Line 0001 - Four (4) mobile radios * Capable of simultaneous monitoring, scanning and transmitting on four (4) bands; VHF (hi/lo), UHF and 700/800 MHz. * APCO P-25 trunking and conventional operations compliant * AES encryptable * Interoperable with military Joint Tactical Radio System * Front-panel programmable preferred Line 0002 - Six (6) handheld portable radios * Capable of simultaneous monitoring, scanning and transmitting on four (4) bands; VHF (hi/lo), UHF and 700/800 MHz. * APCO P-25 trunking and conventional operations compliant * AES encryptable * Interoperable with military Joint Tactical Radio System * Front-panel programmable preferred Line 0003 - Gang charger for portable handheld radios Line 0004 - Six (6) spare batteries for portable handheld radios Offerors shall provide the unit prices for all requested items and include shipping costs (FOB Destination) delivered to the South Dakota Air National Guard, 1201 West Algonquin St, Sioux Falls, SD 57104-0264. Offer evaluation will be based on best value; Price, Technical, and Past Performance. Technical and Past Performance, when combined, are approximately equal to Price. The offered items best meeting the Government's requirement will be selected. Funds are not presently available and this is solicited contingent upon the availability of funds (FAR 52.232-18). The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.204-10, Reporting Executive Compensation; FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-6, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-13, 52.232-33; FAR 52.222-99, Notification of Employee Rights; DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports; FAR Clause 52.232-18 Availability of Funds.
