- Basis For Award 1. Basis for Award. The Government will award one (1) contract to the Offeror determined to provide the best overall value on the basis of its offer and its capability to perform the work. 2. Award Based on Initial Offers. The Government intends to award based on the initial offer(s) and without discussions. If discussions are held, the Government will conduct discussions with all firms in the competitive range and request final proposal revisions. 3. Evaluation Criteria. The evaluation will be based on a complete assessment of the Offeror's proposal. The assessment will address technical factors, past performance, and total evaluated price. Technical and past performance, when combined, are significantly more important than price. Vendor shall provide (3) three past performance reference from either government or commercial sources with contract information including dollar amount.
