- The US Geological Survey (USGS) has a requirement for EarthWare software maintenance and support. This service is known to be available only from Spadac, Inc. as the only provider of the service because they are the manufacturer and sole provider of EarthWare software maintenance and support. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Spadac, Inc. unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist at jzeigler@usgs.gov no later than 11:00 AM EST, Tuesday September 20, 2011 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: This requirement is for continued maintenance with SPADAC of EarthWhere software in the USGS Advanced Systems Center and Rocky Mountain Geographic Science Center. The software to be covered by this acquisition supports the national programs of the Climate and Land Use Change (CLUC). The requested performance period is from date of award for 12 months. The USGS provides the capabilities for exploitation of classified and unclassified data in support of various federal agency programs through the Civil Applications Committee (CAC). This support of USGS and other agency activities is coordinated through the CLUC=BFs National Civil Applications Program (NCAP). The ASC is a facility designed to support all the exploitation applications required by USGS and visiting scientists from other agencies to fulfill their missions. Over many years, the USGS has acquired licenses to use EarthWhere software tools from SPADAC Inc. to support the geospatial data processing requirements of projects. SPADAC Inc. continues to enhance these tools and resolve technical problems (bug fixes). Many of these enhancements and bug fixes are required to support changes in data formats and processes of the continually evolving Geospatial Information Systems and Mapping community. There are no other companies that have access to the source code to these software tools that would allow another company to enhance the software, provide bug fixes, and provide detailed technical support for EarthWhere software tools.
