- This is a combined synopsis/solicitation for the acquisition of a Round Baler, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through September 15, 2011. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation/Request for Quotations (RFQ) number is F11PS01830. This acquisition is to furnish a Massey Ferguson Model 2856A or similar with features that allow for baling of Cattail-Bullrush materials, provide ease of use for less-skilled operators, and that is able to operate in marshy soils that are present at the Malheur National Wildlife Refuge. Delivery is expected to be accomplished by 12/30/2011. Malheur National Wildlife Refuge (MNWR) is located at 36391 Sodhouse Lane, Princeton, OR 97721-9523. F11PS01830is a total set-aside acquisition for small businesses. The associated North American Industry Classification System (NAICS) code is 423820 Farm and Garden Machinery and Equipment Merchant Wholesalers with a corresponding small business standard of 100 employees. Offers from other than small businesses will not be considered. The following FAR provisions and clauses apply: 52.212-1, Instruction to Offerors-Commercial Items; Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition; 52.212-3, Offer Representations and Certifications-Commercial Items (to be completed and provided with quotation); 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (applicable are: (16)-52.222-26; (18)-52.222-36; (21)-52.225-3; and (29)-52.232-33. Contractors are required to register or update their registration on the Central Contractor Registration website at www.ccr.gov. This registration is required to receive contract award and will facilitate payment.
