- This contract action was not awarded as a fixed price type because it was not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. As such, a time-and-materials type action was awarded for commercial supplies and services (FAR 12.207(b)). A single-award IDIQ contract to support several automated applications. This service and functional support contract shall provide training, helpdesk support, quality assurance testing, documentation, technical presentations, reporting, web technologies, and other information technology supporting the functional aspects of several software applications. These applications include, but are not limited to, modules of the DD Form 1391 Processor System (DD1391, DD1390, ENG3086, etc.). Most of these programs are the major components of the Programming Administration and Execution (PAX) System. Personal Computer Applications (PC-Apps), Economic Analysis Package (ECONPACK) software, Information Systems Cost Estimator (ISCE) software, and PC-Cost software. The Government requires service and functional support primarily in the areas of customer training (workshops), helpdesk information technologies, and system functionality quality assurance testing, but assistance is also needed with documentation, technical presentations, reporting, web technologies, and other information technology supporting the functional aspects of a software product. Work will be accomplished under both firm-fixed-price and time-and-Material task orders. The IDIQ contract will have a capacity not-to-exceed $2.9 Million over a one-year base and 2 one-year option periods. Since these services are commercial, the simplified acquisition procures of FAR 13.5 were used for solicitation and award.
