Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-KS-11-00019 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The requirement is "full and open" with a NAICS code of 561421 (Telephone Answering Services), which has a size standard in millions of dollars $7.0. The description of the commercial service is for emergency response after hours answering service and reads as follows: CLIN 0001, Base Year: Emergency response after hours answering service of US EPA, Region 10, Seattle, Washington. Base Year: October 1, 2011 - September 30, 2012. CLIN 0002, Option to extend the answering services. The Government has the option to increase the answering services for up to one (1) additional year. If more than 30 days remain in the contract period of performance, the Government, without prior written notification, may exercise this option by issuing a contract modification. To exercise this option within the last thirty (3) days of the period of performance, the Government must provide to the Contractor written notification prior to that last thirty (30) day period. This preliminary notification does not commit the Government to exercising the option. Quoter shall submit a unit price quote for completing up to one (1) additional year of answering services. CLIN 0003, Option to extend the answering services. The Government has the option to increase the answering services for up to one (1) additional year. The projected option year one period of performance is October 1, 2012 through September 30, 2013. The projected option year two peirod of performance is October 1, 2013 through September 30, 2014. The selection resulting from this request for quotation will be made on the basis of the lowest priced, technically acceptable quote from responsible quote who meets the minimum contractor qualifications listed in the Statement of Work. The price quotes will be evaluated by the Base Year and Two Option Period. Once the Contracting Officer has decided to whom an order will be issued, a unilateral order will be issued using an Optional Form 347. A purchase order will be in existence once the Contracting Officer has signed the order. Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for Bid. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Contracting Officer wi ll evaluate quotes on the basis of information furnished by the quoter tha demonstrates that they meet the Minimum Contractor qualifications. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. Telephonic inquiries will not be accepted. Quotes must be emailed, mailed or faxed and are due on September 28, 2011 at 4:30 p.m. Central Daylight Time (CDT) along with the completed representations and certifications, providing the business size, email address, Dunn and Bradstreet number, CAGE code, and Federal Tax ID number. In addition, quoters must be registered in the Central Contractor Registration database at www.ccr.gov to be considered for selection. Quoters are required to submit completed copies of provisions at FAR 52.212-3 and its ALT I, Offeror Representations and Certifications-Commercial Items, with their quotes. FAR Clause 52.212-4, Contract Terms and Conditions Required to Implement Statues or Execut ive orders, Commercial Items applies to this acquisition.
