- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will not be issued. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island intends to purchase the following: VR-Forces Development Maintenance-WIN, Item Number: VRF-DEV-MN, (Qty 1) Data Logger Maintenance-WIN, Item Number: VRL-DL-MN, (Qty 1) VR-Exchange Maintenance-WIN, Item Number: VRL-EX-CHM, (Qty 1) VR-Link Development Maintenance-WIN, Item Number: VRL-TK-MN, (Qty 1) VR-Link RT Maintenance-WIN, Item Number: VRL-RT-MN, (Qty 1) MAK RTI License Maintenance, Item Number: RTP-RTL-MN, (Qty 1) VR-Vantage RT Maintenance-WIN, Item Number: VRV-RT-MN, (Qty 1) VR-Forces RT Maintenance-WIN, Item Number: VRF-RT-MN, (Qty 1) VR-Forces GUI RT Maintenance-WIN, Item Number: VRF-FRL-MN, (Qty 2) MAK RTI License Maintenance, Item Number: RTP-RTL-MN, (Qty 10) VR-Link RT Maintenance-WIN, Item Number: VRL-RT-MN, (Qty 3) MAK RTI License Maintenance, Item Number: RTP-RTL-MN, (Qty 4) VR-Forces RT Maintenance-WIN, Item Number: WRF-RT-MN, (Qty 1) These services are needed to support the Joint Exploratory USW Laboratory (JEUL). A firm fixed price type contract is anticipated. NAICS Code 541511, Size Standard is $25 million. This requirement is sole source. Request For Quotation (RFQ) number is N66604-11-Q-4246. NUWC Division Newport is expected to place a purchase order with VT MAK of Cambridge, MA. They are the only known source for these items because MAK Technology is the developer and distributor of the VR-Link and RTI Software packages. VT MAK is the sole provider of software maintenance that supports the products that VT MAK develops. All other timely offers will be considered. Offerors for other products must contain complete product information and prices. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. FAR 52.212-1 Instructions to Offerors -- Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation -- Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
