- Engineering/Technical Services Necessary to Support and Sustain Kinnexus Software Tools and Licensing. This announcement constitutes a Sources Sought Synopsis for non-personal services and for the purpose of conducting market research. Market Research is being conducted to seek qualified contractors other than Telescan, L.C. with the skills, knowledge, and resources required to complete this effort. The Government is seeking qualified contractors to support the Kinnexus software tools and Kinnexus Software licensing currently utilized by the Process Engineers in the 309th Electronic Maintenance Group (309 EMXG/EN) and the Facility Engineers of the 309th Maintenance Support Group (309 MXSG) along with the possible expansion to other organizations throughout 309th Maintenance Wing with locations at Hill AFB, UT and various 309 MXW off-site locations to include but not limited to AMARG's facilities located at Davis Monthan AFB in Tucson, AZ and 525 EMXS facilities at Kadena Air Base (AB), Okinawa, Japan. The Government is in the process of preparing documentation to gain the required approval to issue a sole source request for proposal to Telescan, L.C. which has supported the Government in this capacity in the past. Statutory authority is 10 U.S.C.2304 (c) (1). Justification: Services required are available from only one or a limited number of responsible source(s) and no other type of services will satisfy agency requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (iii)(A). This notice of intent is not a request for competitive proposals. The Government will not pay for either the effort or the associated costs to respond, or for any information provided. 1. Purpose. The purpose of this effort is to provide the 309th Maintenance Wing (309 MXW) with engineering and technical services in support of the Kinnexus software tools currently utilized by the Process Engineers in the 309th Electronic Maintenance Group (309 EMXG/EN) and the Facility Engineers of the 309th Maintenance Support Group (309 MXSG). 309 MXW has a requirement for these software tools to be made available throughout the entirety of 309 MXW to better support its mission and the war fighter. These services may be required at any of the 309 MXW locations at Hill AFB, UT and/or at various 309 MXW off-site locations to include but not limited to AMARG's facilities located at Davis Monthan AFB in Tucson, AZ and 525 EMXS facilities at Kadena Air Base (AB), Okinawa, Japan. Qualified contractors must have the skills, knowledge, and resources required to complete this effort. 2. SCOPE: The scope of this effort includes engineering/technical services necessary to support and sustain Kinnexus software tools to be implemented and utilized by 309 MXW. Specific aspects shall include:. Kinnexus Service/Support. Kinnexus Licensing. Configuration Development. Kinnexus Documentation. Kinnexus User Training. Enterprise Information Technology Data Repository (EITDR) Program Management It is the government's intent to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract in support of the Kinnexus software required by 309 MXW. The ordering period of this IDIQ shall be five (5) years from the date of award. 3. Information for Interested parties Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and specific response presenting sufficient information to substantiate that: (a) They possess the necessary skills and resources to support and sustain the Kinnexus software tools and that they can provide the required Kinnexus license(s) for organizational use at the referenced Air Force sites listed in the "purpose" statement above. (b) They must possess and maintain the Certification and Accreditation for the Kinnexus software according to the Air Force's implementation of the DoD Information Assurance Certification and Accreditation Process (DIACAP) throughout a five-year period of performance. 4. Other Information The North American Industry Classification System (NAICS) code for this acquisition is 541511. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause in DFARS 252.226-7000). Provide information on at least three contracts for similar work within the past five years. Include complete references, contract titles, dollar value, points of contact and telephone numbers. The Government will evaluate relevant experience information based on (1) information provided by the Offeror, (2) information obtained from the references provided by the respondent, and/or (3) data independently obtained from other Government and commercial sources.
