Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing Design Bid Build construction services for installation of water, sewage, electrical and communication utility work road construction including exit/entrance ramps from Route 24 and related roads and the construction of highway over pass at Brewster Blvd at MCB Camp Lejeune, North Carolina area as follows: The project will construct approximately 11,500 feet of two, three and four lane highway from State Route 24 into the Marine Corp Base to include extensive earth work for ramps and overpass, construction of a box culvert for pedestrian passage under the roads, including lighting, underground storm water sewers, rerouting communication duct and cables around the construction, ATFP security fencing, water mains, sanitary sewers, electrical conduit for security systems, construction of storm water retention ponds, site lighting poles including bases and conduit, duct bank for communications system, Gate complex entrance canopy foundations including concrete traffic barriers and islands, a duel highway overpass with 72 inch modified bulb Tee girders, precast deck panels and a concrete top slab. The overpass will be constructed over an active roadway. Support piles are steel and span is approximately 114 feet with each of the two spans being 39 feet wide. The work will include clearing, grubbing, earthwork, fill and grading. A borrow pit is identified for the source of fill and the contractor will be required to operate and maintain the pit in full compliance with all permitted requirements. Storm water and erosion control measures as stipulated in the permitted requirements will be rigidly enforced. Work will also include the accomplishment of storm water mitigation measures in an adjacent area. The work includes removal of invasive species of trees and reestablishment of stream beds with stabilized banks, cleaning of debris in stream beds, removal of old culverts and pipes from the stream and the construction of a new timber bridge to replace one culvert crossing. The target award range for this project is $10 “ 25 million. All service-disabled veteran-owned small businesses, certified HUBZone small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than December 2011. The appropriate NAICS Codes is 237310. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. If an 8A company, please submit an 8A letter from the SBA stating that you have a bona fide office in North Carolina. Capabilities statements shall address, as a minimum, the following: (1) Relevant Experience to include performing efforts of similar size (value), scope (bridge construction of similar complexity, earth work including highway ramps and heavy pavement construction, heavy concrete construction to include cast in place structures, environmental remediation of stream beds, replacement of invasive growth and regarding and stabilizing stream banks storm water management and erosion control compliance) and complexity within the last five years, as well as compliance with environmental permits in North Carolina. Also show management capability to interface construction with adjacent construction sites and contractors. Include numbers of contracts and indicate whether your participation as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $18,000,000, DUNS number, CAGE Code, and statement regarding small business designation and status. (3) If you are proposing as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ©. RESPONSES ARE DUE ON MONDAY, September 26, 2011, by 2:00 PM. LATE RESPONSES WILL NOT BE ACCEPTED.
