- The US Geological Survey (USGS) has a requirement for a new firm-fixed price contract with Natureserve to develop updates of taxonomy for the Integrated Taxonomic Information System (ITIS). This service is known to be available only from Naturserve as the only provider of the service because they are the only vendor that has both extensive experience with the ITIS tool and standards, and a background in updating taxa in IT IS. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Natureserve unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist at jzeigler@usgs.gov no later than 1:00 PM EST, Wednesday September 21, 2011 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The Integrated Taxonomic Information System (ITIS), built and maintained primarily by USGS in collaboration with other Federal agencies, is the primary resource among Federal government agencies and state conservation agencies for translating across multiple and rapidly changing systems of names for living organisms in biodiversity databases. Federal databases must communicate with state conservation agencies in order to facilitate conservation of species. Significant benefit occurs when the data are checked against and used in conjunction with other salient conservation planning data in the Biotics biodiversity management software database maintained by the national network organization for the state conservation agencies: Natureserve. The Government requests Natureserve integrate State Wildlife Action Plan (SWAP) taxa into ITIS using a database of approximately 12,000 scientific names compiled by National Biological Information Infrastructure (NBII). The SWAPs, one for each state and territory, contain names that have never been reconciled with ITIS. Work will include reviewing the 12,000 names harvested from the SWAPs and checking against the publications for completeness and accuracy. After this quality control the work will consist of reconciling SWAP names with names already in ITIS and confirming the current usage of the name (valid/accepted or invalid/not accepted). SWAP names not in ITIS will be integrated into ITIS using ITIS data formats and business rules and will include jurisdictional information from Biotics. Note that this is the first time a requirement for integrating SWAP taxa, a distinct collection of scientific name content, has been initiated. ITIS requires experienced personnel to make the updates in order to maintain data integrity. For this complicated update, which presents intricate data scenarios and challenging database conformation issues, it is inappropriate to train novice data technicians about ITIS data standards and business processes. Taking on an inexperienced resource to complete the work would result in duplication of effort, as work submitted would certainly require major revision by an ITIS staff member. The only responsible source that can meet the rigorous data standards and adhere to business rules for data input is Natureserve. Natureserve has both extensive experience with the ITIS tool and standards, and a background in updating taxa in IT IS.
