Description
The AATD Contracting Division, Army Contracting Command, intends to negotiate on a sole source basis in accordance with FAR 13.501 with Vertol Systems Company, Inc., (VSC) a firm fixed price task order. The proposed contract action is for aircraft training support services only available from the company named in this notice. The Government has a requirement for aircraft training support services for the U.S. Air Force Parachute Water Survival School, Naval Air Station (NAS) Pensacola, Pensacola, Florida. The contracted support is for live student hoist training, Military Free Fall/Static line parachuting operations and survivor vector demonstration using vendor owned aircraft operating from the vendor's facility. The U.S. Air Force Air Education Training Command (AETC) tasks Detachment 2, 66th Training Squadron (TRS), NAS Pensacola, with training aircrews to survive over-water ejection/bailout situations. Students undergo chronologically sequenced event training which emphasizes "hands-on" stepping stone approach. Realistic training is the key ingredient for all graduates operational success. The course builds confidence in the ability to survive over-water ejections/bailouts. Critical to this mission is intermittent aircraft support for parachute jumps simulating over water aircraft emergencies and personnel recovery. The aircraft operational support, while critical, is not on a full time basis and it is not cost effective to station aircraft permanently in support of the school, either in the form of Government aircraft or contractor operated aircraft. Approximately 85% of the requirement is for rotary wing support with a rescue hoist equipped aircraft and 15% for fixed wing parachute support. All contractor aircraft providing operational support must meet requirements of U.S. Air Force Air Mobility Command (AMC) approval to provide this category of service in accordance with Department of Defense Instruction (DoDI) 4500.53, SUBJECT: DoD Commercial Air Transportation Quality and Safety Review Program. The contractor is required to commence services not later than 15 September 2011 to minimize disruption to the training mission. VSC is the only AMC approved source for aircraft training support services within reasonable transit distance of NAS Pensacola. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capabilities statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
