- Description
- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue an order under an existing Basic Ordering Agreement to Thales Avionics for the procurement of Field Service Representative (FSR) services in support of the Optimized Top Owl Helmet Mounted Sight Display (OTO HMSD) Systems. It is anticipated that the period of performance for this support will be from 1 January 2012 to 30 June 2012 with an option for an additional 6 months. This procurement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Thales Avionics is the only known company with the knowledge, data, and capability to support these systems.
