- The National Institutes of Health (NIH), National Institute of Diabetes, Digestive and Kidney Diseases (NIDDK) intends to procure a solid state nuclear magnetic resonance (NMR) console is required for experiments to investigate the structures of proteins at low temperatures and in supramolecular assemblies. This console will replace an existing console that is more than 12 years old, has frequent malfunctions, and is no longer supported by its manufacturer. The newconsole will be used in conjunction with an existing 9.4 T superconducting magnet, located in NIH building 5, room 412. The new console must meet the technical requirements listed below. Technical requirements1. The spectrometer console must include three independent radiofrequencychannels. Two channels must minimally cover the frequency range from 28 MHz to 162 MHz (NMR frequencies from nitrogen-14 to phosphorus-31). The third channel must minimally cover the frequency range from 375 MHz to 401 MHz (NMR frequencies from fluorine-19 to hydrogen). Each channel must be capable of producing pulse sequences with the timing and complexity of state-of-the-art solid state NMR techniques, including techniques described in the Journal of Chemical Physics, volume 126, article number 064506 and in Physical ReviewLetters, volume 99, article number 187601.2. Maximum radio-frequency pulse amplitudes from each channel must be at least 0.5 mW, with pulse length resolution better than 0.1 microseconds, phase resolution better than 1 degree, at least 8 bits of amplitude variability, and frequency-switching with 1 Hz or better resolution. Amplitude, phase, and frequency switching times must be 0.1 microseconds or better.3. The console must include a receiver with lower than 2 db noise figure for all three channels, and with at least 12 bits of digitization.4. The console must include a sample spinning rate controller that regulates nitrogen gas pressure to bearing and drive inputs of solid state NMR probes. It must be possible to control and stabilize spinning rates up to at least 40 kHz.5. The console must include a room temperature shim set and shim powersupply compatible with the existing 89 mm Oxford Instruments 9.4 Tsuperconducting magnet.6. The console must include a computer and all software required for pulse programming, execution of multidimensional solid state NMR measurements, data analysis, and control of room temperature shims and sample spinning rate. The pulse programming software must be sufficiently flexible to execute state-of-the-art solid state NMR techniques, including techniques described in the articles in #1.7. Pulse programming capabilities must include the capability to trigger individual radio-frequency pulses from external digital inputs, such as a square-wave tachometer signal from the spinning rate controller. Pulse programming capabilities must also include the capability to send digital pulses to external devices, for example to trigger an external microwave source. At least four external digital outputs must be included, each of which can be controlled independently within pulse programs. This action is under the authority of 41 U.S.C. 253(1), as set forth on FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received with 10 days after the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Confidentiality - No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
