Description
The U.S. Army, Army Contracting Command (ACC) Joint Munitions and Lethality(JM&L) Contracting Center, Picatinny Arsenal, NJ 07806-5000, on behalf of the Energetics Producibility & Manufacturing Technology Division at ARDEC, is conducting market research to locate companies interested in entering into a Blanket Purchase Agreement (BPA) with the U.S. Government. Interested sources should be capable of providing the U.S. Government with quick response services and support for Intelligent Control and Model (ICM) Systems and the associated Programmable Logic Control (PLC) System for energetic loading, demilitarization, synthesis, crystallization, long term aging, and disposal areas at Picatinny Arsenal. The ICM and PLC Systems will be required to interact with different energetic operations to include: pressing, melt-pour, high shear mixing, nitration reactors, filtering equipment, dissolver and reactor vessels, air scrubber, as well as all supporting equipment not limited to, but including compressors, vacuum systems, process heating and cooling equipment and automated valves. The contractor shall be able to provide support and services to allow for the PLC based and ICM based systems in the energetic areas to maintain their process parameters and perform local and remote equipment operations. The contractor shall ensure that all software views, models, components, subroutines and data collectors are upgraded to maintain compatibility with the different processes that are on-going in the energetic areas. The contractor shall ensure that the ICM and PLC Systems meet safety requirements for energetic loading, demilitarization, nitration, crystallization, long-term aging and disposal areas. When required upon request, services and support to meet the Armys testing needs will be provided within 24 clock hours, if the company is located on the installation and not to exceed three (3) working days if located outside the installation. The contractor shall have the capability to provide all labor, manpower and equipment to perform these services in the energetic loading, demilitarization, synthesis, crystallization, long-term aging and disposal areas at Picatinny Arsenal, NJ. The contractor shall have knowledge of AMC-R 385-100 Code of Federal Regulations and DA PAM 385-64 Ammunition and Explosive Safety Standards regarding explosive operations and explosive equipment. Companies are invited to indicate their interests and capabilities by providing specifications, brochures, and information pertaining to experience on previous projects, specific work previously performed or being performed and any other specific and pertinent information as it pertains to this particular requirement. All information is to be submitted via email at no cost or obligation to the Government; information provided will not be returned. Please provide the name of your company, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested companies are encouraged to submit their capabilities/qualifications data NO LATER than 3 October 2011. The Government will not be issuing a formal Request for Proposal (RFP) as the instrument contemplated for award is a Blanket Purchase Agreement. This synopsis is open to all business concerns. However, in accordance with FAR 19.501, our intent is to establish BPAs with small businesses. In the event that there are not enough responses from responsible, capable small businesses, then large business responses will be accepted.
