The concessionaire will be responsible for collection of fees, daily operations, cleaning and maintenance of the facilities. The special use permit will be issued for a five-year term. If the concessionaire demonstrates satisfactory performance in the operation and maintenance of the facilities, the permit may be reissued without competition for an additional five-year term. The recreation sites will be a single bid item (proposal must be to operate all of the listed sites). Operation of the facilities in the Forest provides a benefit to the public rather than the government. For this reason, concession operation of these campgrounds will be exempt from Services Contract Act (SCA) wages. Wage rates of concession employees will be subject to the requirements of the Fair Labor Standards Act (FLSA). Please take time to study this prospectus carefully before preparing a proposal. The Forest Service cannot ensure a profitable operation to the successful applicant. For this reason, each prospective applicant is encouraged to make a careful economic appraisal of the opportunities offered by this solicitation.
