Description
This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The Government is not obligated to procure this requirement. The Utility Helicopter Program Office, US Army Aviation and Missile Life Cycle Management Command (AMCOM), has a requirement for Integrated Logistics Support (ILS). This will result in the Contractor providing all required personnel, materials, facilities, services, and support equipment necessary to perform ILS for up to sixty (60) uniquely configured Blackhawk Utility Helicopters 60M (UH-60M). Contractor is required to provide an ILS program manager (PM) who will be the focal point of contact for interface between the contractor, the US Government and the Taiwan Army logistics organization. The PM shall manage and coordinate the development and delivery of contracted logistics information and support, e.g. technical publications, UH-60M operator training, maintainer training, Logistics Support Analysis (LSA) and provisioning information, Aircraft Delivery Operations, spares and ground support equipment fielding, Contractor Logistics Service Representative, and Contractor Field Service Representative activities. The PM will be the logistics liaison, coordinating and implementing contracted logistics support and providing logistics management information. Contractor shall support program management reviews in OCONUS (Taiwan) and CONUS. Contractor shall provide transportation (ferry flight) of aircraft to port of embarkation and return to service and transportation to final destination in Taiwan. The aircraft shall be delivered in ten (10) shipments of six (6) aircraft. Contractor shall provide technical publications, including publication support and interactive electronic technical manuals. Contractor shall provide a detailed list of spare parts and ground support equipment and quantities at each location. Contractor shall attend provisioning conference and facilitate a logistics site survey. Contractor shall provide operator, maintainer training and develop a course syllabus for required training. Contractor shall provide a field service representative and logistics service representative. The above topics may not be all inclusive but a sample representation of what is to be considered. Firm requirements will be issued in the performance work statement. The period of performance for this effort is anticipated to be five (5) years. Interested parties should submit a capabilities statement. The Government will not reimburse the contractor for any costs associated with preparing or submitting a response to this notice. No hard copy or facsimile submissions will be accepted. Interested parties should e-mail a response to Donna Ragucci at donna.m.ragucci@us.army.mil not later than 19 October 2011. *Rev 1Capability Statement Interested contractor shall submit their interest and capabilities in providing the services required in the Sources Sought document above. Your answers to the questions below will provide information that will be used to determine a contractor's capabilities to perform the work. 1. Have you provided Integrated Logistics Support for Blackhawk Utility Helicopters 60M? 2. How many years have your company provided Integrated Logistics Support (ILS), and what types of ILS have you provided? 3. Have you worked in Foreign Military Sales for the US Government? If so, what countries have you provided this support to? 4. Please provide at least five (5) relevant references/sources the US Government can contact for your ILS work. Provide customer references, locations, scope of effort, dollar value, and dates for efforts performed within the past five years. *5. If awarded this effort, how quickly can you respond to this requirement? *Rev 1 change* How quickly can you obtain the required data from Sikorsky Aircraft Corporation to complete this requirement? 6. Will you be willing to coordinate this requirement with Taiwan Army, Sikorsky Aircraft Corporation, and US Government? Address how you would coordinate the effort over at least five (5) years. 7. Provide examples of your company's experience in developing technical publications to include examples of types of technical manuals and Interactive Electronic Technical Manuals (IETMs). Explain your company's experience in developing technical publications for the military. 8. Is your firm a small business concern? If so, please specify whether or not your firm is also a certified 8(a) small business, certified HUBZone business and/or Service Disabled veteran owned concern? Is the source foreign owned? (specify all that apply). 9. Would you be proposing on this project as a sole contractor, prime contractor or in a contractor team arrangement? See FAR subpart 9.6. 10. If a teaming arrangement is planned, give details to the extent practicable on how the team likely will be composed. If you intend to propose as a joint venture that has not yet been established, identify to the extent possible, your team members (the business size of your team members or joint venture firms). If you have proposed a joint venture that has already been established, provide details of the effort, the members specified and the incorporation date of the subject joint venture. In addition, identify the number of Government requirements for which your joint venture has submitted formal price proposals within the last two years.
