- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Product Manager Force Sustainment Systems Directorate (PM FSS), intends to award a firm fixed price purchase order on a sole source basis to: EI ELECTRONICS LLC, WESTBURY, NY 11590. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The supplies are multi-function data logging power and energy sub-meters produced by Electro Industries in Westbury, NY. The intended use is at the PM FSS Fort Devens Systems Integration Laboratory. This second order of sub-meters will be integrated easily into the Wireless Data Acquisition System currently in place at Fort Devens. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): This company is the only viable option due to our previous Procurement Request (W9IGVY-0355-1041). This company was chosen in order for the system to remain congruent. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was conducted last year in November and December of 2010. A wireless, three phase, power and energy submeter was required for the Wireless Data Acquisition of power at the PM FSS Fort Devens Systems Integration Laboratory. Due to the low training time and ease of use of the software and the products ability to be used in conjunction with our other equipment, this product was selected. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: A DD1494 - Application for Equipment Frequency Allocation Form has been submitted for approval to the Army Spectrum Management Office (ASMO) earlier this year that is specific to this manufacturer's specification of this product. If full and open competition needed to be competed then a new form would have to be submitted and this would be detrimental to the government due to the repetition and lengthy time spent preparing the DD 1494. 6.
