Solicitation #N3239811RCNT002 - Animal Research Associates Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is provided with this synopsis. Solicitation Number N3239811RCNT002 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation and Defense Federal Acquisition Regulation. This solicitation is being issued on an unrestricted basis to allow for full and open competition. The associated NAICS code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except biotechnology), 500 employees. Organizations (including parent organizations) having a 12-month average number of employees greater than this value prior to posting of the RFP do not qualify as a small business. Pursuant to FAR 13.5, this acquisition shall comply with the Test Program for Certain commercial Items. Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items, and FAR 13.5, Simplified Acquisition Procedures. The responsible offerors must be registered in the Online Representations and Certifications (ORCA) database (available at: http://orca.bpn.gov/) system per FAR 52.212-3, and submit a completed copy of the Offeror Representations and Certifications - Commercial Items with their quote. Offerors must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR 52.212-1. Lack of registration in CCR will qualify contractor as ineligible for award. All responsible sources may submit a quotation in response to this solicitation, which shall be considered. This solicitation is being issued as a Request for Quotation (RFQ), for a firm fixed type contract based on the Lowest Price Technically Acceptable. The Naval Medical Research Center (NMRC) intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government (best value). The specifics of the Government's evaluation of the proposals are described in the attached Solicitation #N3239811RCNT002. This acquisition is for the procurement of Research Associate I (Animal) Support Services as identified the solicitation, in each Contract Line Item Number (CLIN). STATEMENT OF OBJECTIVES The Naval Medical Research Center (NMRC), Viral and Rickettsial Diseases Department (VRDD) serves as the Navy center for research and development efforts related to combating relevant infectious diseases threats. It has developed a portfolio of basic and applied biomedical research projects to address illnesses caused by viral and rickettsial pathogens that afflict military personnel worldwide. VRDD is the hub for Navy R&D efforts in viral and rickettsial diseases in the Continental US (CONUS) and at overseas laboratories in Southeast Asia, South America, and Africa. The mission of VRDD is to develop and test countermeasures including vaccines, novel therapeutic strategies and diagnostics. New VRDD efforts relevant to this Statement of Objectives (SOO) include assistance with animal research studies in collaboration with other scientific and technical staff. The Contractor shall provide assistance with animal research studies in collaboration with other scientific and technical staff. The Contractor will exercise technical discretion in the execution and interpretation of animal experiments that contribute to project strategies. The Contractor will provide specific research in support of the VRDD by: (a) Conducting investigations under the tasking of the head of the laboratory. Assignments require the performance of animal studies involving multiple procedures, a variety of technical approaches and data entry; (b) Perform routine animal care and evaluation during investigations conducted in animal biosafety level (ABSL)-3 laboratory, and enters data correctly. The Contractor shall provide services at the Naval Medical Research Center, Viral and Rickettsial Diseases Department, 503 Robert Grant Avenue, Silver Spring, MD 20910. The Contractor shall provide services for 14 hours per week between the hours of 0600 and 1800, Monday through Friday. Each of the three (3) part-time positions will perform no more than 14 hours per week. This requirement will be evaluated based on Lowest Price Technically Acceptable offeror. To be deemed Technically Acceptable, all Offers must be able to prove to be capable of providing quality services to support the services necessary for NMRC. The following items, as identified in the attached Solicitation, will be needed to fulfill this requirement. The Government intends to award one contract as a result of this solicitation. Offerors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quotes shall be submitted in accordance with Section L, Instructions, Conditions and Notices to Offerors and Section M, Evaluation of Factors for Award, as described in the attached Solicitation #N3239811RCNT002. The basis for award is Lowest Price Technically Acceptable. Pursuant to FAR 52.212-2 (Evaluation-Commercial Items), the criteria for evaluation are: (1) Management Approach/Risk, (2) Past Performance, and (3) Price.
