- Attachment V - Sample Labor Categories RFP Instructions, Notices and Attachments This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular (FAC) 2005-53 effective 04 Aug 2011. This acquisition includes a partial small business set-aside. The associated North American Industrial Classification Code (NAICS) is 518210 and the small business size standard is $25M. The NAICS code identified herein must appear in FAR 52.212-3 "Offer Representations and Certifications" in ORCA and the vendor must be actively registered in that NAICS Code at the time of closing to be considered for award of any resulting contract. Failure to be properly registered at the time and date of closing will render the proposal non-responsive. The solicitation is being issued as a Request for Proposal (RFP); the solicitation number is OPM32-11-R-0018. The government contemplates establishing multiple firm fixed-price Blanket Purchase Agreements (BPAs) to provide Information Technology (IT) services in support of the U.S. Office of Personnel Management, Office of the Chief Information Officer (CIO). SEE ATTACHMENTS FOR ADDITIONAL INFORMATION. Offerors are asked to be familiar with all aspects of the RFP. Unique terms apply to this acquisition as follows: a. Partial Set-Aside: This acquisition is being advertised as a partial Small Business set-aside. Multiple contracts will be awarded to small business(es) presenting the best value. b. Contract Awards. It is anticipated that multiple awards will result for this requirement. The selection of remaining awards will be based on best value. The Master BPA's anticipated period of performance is a 12-month base period, and four 12-month option periods. The Master Agreement's term is not to exceed 5 years. Individual BPA calls will be competed amongst the BPA holders. The U.S. Office of Personnel Management is seeking offerors capable of providing various Information Technology Services identified as Special Technical Areas (STAs) in this solicitation. All responsible sources may submit a proposal which shall be considered by the agency. The contractor shall provide a proposal that includes labor categories and rates required to perform the services in this solicitation. Contractors may propose on one or multiple STAs, however, a separate proposal is required for each STA using the format in the schedule of supplies/services. Proposals shall include pricing for (1) one base year and (2) all option years for each item proposed. Establishment of a BPA does not imply an agreement by the Government to place future contracts or orders with the BPA holder. The Government makes no representation as to the number of calls or actual amount of work to be ordered. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROCUREMENT AND ARE SUBJECT TO FAR 52.232-18 -- Availability of Funds (Apr 1984). The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The establishment of a BPA does not imply an agreement by the Government to place future contracts or orders with the BPA holder. The Government makes no representation as to the number of calls or actual amount of work to be ordered. The requirements will be fulfilled using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 19.5, Set-Asides for Small Business. OFFERORS: In order to receive an award, contractor must be registered in and have valid certifications in the Central Contractor Registration (CCR) (http://www.ccr.gov) and the Online Representations and Certifications Application (ORCA) (http://orca.bpn.gov). QUESTIONS: All questions in reference to this solicitation must be submitted by email to the attention of: Wanda Cross, and received no later than 3:00 PM Eastern Daylight Time (EDT) on September 30, 2011 to ITBPA@OPM.GOV. Questions not received by the requested method or by the deadline for submission of questions will not be considered. Questions submitted in any other manner to any other individual will not be answered. CLOSING DATE: The closing date for proposals is 3:00 PM EST, October 20, 2011.
