- This is a combined synopsis/solicitation Request for Quotation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NAID RFQ1165 and the solicitation is being issued as a Request for Quotation. The solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-44 dated August 4, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 541711, has a business size standard of 500. The National Institutes of Health, National Institute of Allergy and Infectious Diseases intends to procure the item listed below and quantity, (including options(s); as applicable) for any remaining development: Item: Qty one (1) Service to develop Knockout Mice A cellular construct carrying the gene defect of LRRK2 will be fashioned. This development will take 6 months to generate. Once this template construct is fashioned it will then be used to inject into Blastocyts by in vitro fertilization techniques. Blastocysts embryos that form and survive will then be implanted into healthy female mice to carry onto delivery of pregnancy. The litter that is born will then be screened by southern blot analysis to ascertain if offspring are indeed carrying the appropriate gene defect of LRRK2. If so, offspring will be mated to enlarge existing colony. Mice will then be used for experiments to decipher the role of LRRK2 and its relationship to the occurrence of Crohn's disease. OPTION(S): This procedure can take up to 1 year in duration to include an Option year. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options shall not obligate the Government to exercise the option(s). The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications and 2) price. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: Buy American Act-Supplies; FAR 52.204-7; FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. All responsible sources may submit a bid, proposal, or quotation that will be considered by the agency. Small and disadvantage businesses are encouraged to submit a quotation for this requirement. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) September 26, 2011 to Ms. Patricia Fields.
