Description
The Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following items in support of the NAVAIR Metrology and Calibration METCAL Program: Seventeen (17) each, Model 3940 Dual Channel Programmable Filters. These filters are used in conjunction with other calibration standards to synthesize transmission signals and provide the precision control and measurement readings required to calibrate Tactical Radio Test Sets under various input conditions. This standard provides dual channel filtering of selected input transmissions signals of 3Hz to 2MHz, 24dB/Octive to provide the controlled test conditions required to calibrate a variety of radio test sets. The Government intends to procure these items under the authority of 10 U.S.C. 2304(C) (1), as implemented by FAR 6.302-1. Krohn-Hite Corporation of Brockton, MA, is the original equipment manufacturer (OEM) for the Model 3940 Dual Channel Programmable Filters called out in the calibration support procedures and therefore can guarantee compatibility to original OEM specifications. As the OEM, they are the sole designer and manufacturer for the above identified item, and they can guarantee the equipment meets the original performance characteristics, design features and operational instructions that the instrument calibration procedures (ICPs) were written to. The current calibration procedures were written to support existing instruments and systems currently used in the fleet. The Government does not own any data, or other specifications to permit full and open competition. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition, based on the responses to this notice, is solely within the discretion of the government.
