B - Special Studies and Analyses (not R&D) Solicitation Number: K0037011017 Notice Type: Special Notice Synopsis: This is a notification that the Office of Acquisition and Property Management, Reston, VA, intends to award a sole source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to National Academy of Sciences, 2101 Constitution Ave, Washington, DC, 20418. This purchase is to include BIADOT and Tribal Governments access to the research process, research publications, resources and tools of the Transportation Research Board. National Academy of Sciences Services:The Transportation Research Board (TRB) is a division of the National Research Council, which serves the National Academy of Sciences and the National Academy of Engineering. The Board's mission is to promote innovation and progress in transportation through research. In an objective and interdisciplinary setting, the Board facilitates the sharing of information on transportation practice and policy by researchers and practitioners, stimulates research and offers research management services that promote technical excellence, provides expert advice on transportation policy and programs; and disseminates research results and encourages their implementation. The Board's varied activities annually draw on approximately 10,000 engineers, scientists, and other transportation researchers and practitioners from the public and private sectors and academia, all of whom contribute their expertise in the public interest. The program is supported by state transportation departments, federal agencies including the component administrations of the U.S. Department of Transportation, and other organizations and individuals interested in the development of transportation. The National Academy of Sciences will provide the BIADOT and Tribal Governments access to the research process, research publications, resources and tools of the TRB. This will increase exponentially the ability to include research which impacts and supports tribal transportation policy and program development. The BIADOT currently participates in the Low Volume Roads Conference and the TRB committee on American Indian Transportation issues ABE80. The National Academy of Sciences will also support Tribal involvement in the International Low Volume Roads Conference in 2011. This notice of intent is not a request for competitive proposals, however, all responses received within 5 calendar days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 4 calendar days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to Consortium On Reading Excellence, INC. Responses must be received by 2:00pm Eastern Time on September 27, 2011. The NAICS Code is 541690. There is no solicitation package available.
