- The Department of the Navy intends to negotiate on a sole source basis with Xactiv for a custom built TEC-2 Toner Charge Analyzer Instrument Package. This is a sole source to Xactiv because they are the only company that has the knowledge and expertise required to build this instrument package. The purpose of this procurement is to quantify static electric charges of insects in order to generate insecticides that will be electrostatically attracted to potential disease carrying flying insects.
