- Please note the response date listed with this pre-solicitation notice is not the actual due date. The actual due date will be stated in the solicitation. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide a command management tool that strengthens the command's Human Resource management and administrative capabilities in support of USARNORTH unique command structure for all assigned/attached personnel (Military, DoD Civilians and Contractors) located throughout CONUS. The contractor will take the customer requirements and apply them to a software engineering process to develop a document to specifically address each item. Period of performance is 30 Sep 11 - 29 Sep 12. Specifications/performance work statement will be included in the solicitation. This is a commercial acquisition. This solicitation is a request for quote and is issued as Unrestricted with a primary North American Industry Classification System (NAICS) of 541511 and a size standard of $25M. The entire solicitation will be made available on or about 22 Sep 11 via Army Single Face to Industry (ASFI) Acquisition to Business Website located at https://acquisition.army.mil. The required response date will be stated in the solicitation. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award..
