Description
The U.S. Office of Personnel Management (OPM), Facilities, Security and Contracting has a requirement as part of OPM's on-going commitment to streamline the federal government's cumbersome hiring process, a customer-friendly system has been developed to simplify the student employment program for high school and college students. OPM intends to issue a non-competitive award that will result in a contract to Urban Alliance Foundation, Inc. located 1327 14th Street NW Suite 200, Washington, DC 20005. The Urban Alliance high school intern program provides a full month of training to all participating students before assigning them to positions, enabling them to assess each student's abilities and interests, so that they can best match the student with the needs of the agency. Also, UA will provide weekly training sessions for the duration of the program, and OPM will have the option to make special requests regarding the content of these trainings. Thus UA does as much work upfront as possible to meet the needs of both the student and the agency, and also offers the option to continue improving the students' skills in order to better serve the agency. To ensure continuity intern program at OPM, OPM requires the services of UA. The contract period of performance shall be for a period of five (5) years. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106-1 (b) (1) - For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Benjamin Delaney at benjamin.delaney@opm.gov within two work days of this posting. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Central Contractor Registration (CCR) database prior to execution of award. If no competitive responses are received, an award will be made to Urban Alliance Foundation, Inc.
