Description
THIS NOTICE OF INTENT HAS BEEN MODIFIED, SEE SECOND PARAGRAPH AND PERIOD OF PERFORMANCE. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to D'Vinci Interactive, Inc., 28 S. Potomac Street #4, Hagerstown, Maryland 21740-6195 to procure development and hosting of Genetics/Genomics Competency Center web-based education repository. The Period of Performance for this requirement will be for 12-Months and will begin upon receipt of receiving purchase order. Please see attachments: ISSO Security Requirements and 508 Compliance Language. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI). The Genomic Healthcare Branch (GHB) of the Office of Policy, Communication, and Education (OPCE) at the NHGRI was created to promote the effective integration of genomic discoveries into healthcare, lead the Institute's health professional education efforts, and advises the NHGRI director and senior staff on a broad range of issues regarding healthcare professional needs and involvement in the translation of genome research to clinical benefit. D'Vinci Interactive Inc., is a a sole source provider for one of our web resources. D'Vinci has worked with NHGRI over the last year to transition the Genetic/Genomic Competency Center (G2C2) site from the University of Virginia. D'Vinci has customized the infrastructure, processes, and website architecture that provide both concent and learning management capabilities for genomics educators. D'Vinci's work for NHGRI is propietary as they have developed custom software and resources to support the current website structure and functions. Such software and resources are not available commercially. D'Vinci has intricate knowledge of the website content, programming, and user needs specific tot he G2C2 mission - all of which was instrumental in creating a new website design and identity under a previous contract. This unique mixture of experience and capability justfiy the negotiation of a contract for this request as a sole source to D'Vinci. GHB activities for this requirement are grouped into four broad areas: 2.1 Developing priorities for translational genomic research at the NHGRI and beyond. 2.2 Promoting the development and evaluation of tools that enable healthcare providers to take more effective advantage of advances in genomics. 2.3 Promoting genetics literacy among the full spectrum of healthcare providers and their patients. 2.4 Serving as a liaison between the healthcare community and the NHGRI, and encouraging dialogue with healthcare providers and organizations with an interest in the role of emerging genomic technologies in reshaping healthcare. Background of the Project: Genomic applications in healthcare are increasingly relevant to the day-to-day delivery of care to patients by all healthcare professionals. The NHGRI has been assisting the U.S. nursing, physician assistant, and genetic counselor communities to apply standard competencies for genomics as well as supporting access to the educational resources necessary to achieve competency. In response to many organizations in these communities expressing a strong interest in having a centralized web resource for their educators, NHGRI funded the creation of an online tool to help educate the next generation of nurses, physician assistants, and genetic counselors about this new frontier. The Genetics/ Genomics Competency Center is a free, web-based repository of curricular materials on genetics and genomics designed for nurses, physician assistants, and genetic counselors that facilitates communication, development, and dissemination of educational resources and approaches to achieve genetic/genomic competency. Access this resource is available at http://www.g-2-c-2.org. Providing healthcare professionals with a learning management system, based on a core set of competencies that organizes genetic/genomic education materials enhances efforts to develop trans-disciplinary approaches to genetics/genomics education. The nursing, physician assistant, and genetic counselor education communities have been working together to create this web-based education respository and have developed synergy between the three disciplines. Their efforts to develop shared, competency-based curricular resources can now serve as a model for genetics/genomics education for the broader healthcare community - most notably pharmacists, and physician-educators - which have been traditionally challenging to reach. Over two years, with funding from NHGRI, the University of Virginia created the web-based architecture that provides both content and learning management capabilities for genomics educators (known as G2C2- Genetic/Genomic Competency Center). This tool has now become a centralized repository for diverse health professional education resources. This system previously existed on the development servers at the University of Virginia and was created by that organization. The system was designed to adhere to emerging guidelines for competency based education for health professionals that are not unique to genetics. The original system was populated with content from both nursing and physician assistant communities. Beta testing of the G2C2 site occurred with educator groups, modifications based on the pilot completed, and a long-term hosting solution was selected. NHGRI seeks an organization, hereto known as Contractor, to host the G2C2 resource, to maintain this centralized education resource tool that provides both content and learning management capabilities for genomic educators, and continue development of G2C2. The Contractor shall have prior experience and proficiency in designing and developing applications and websites using HTML and DHTML; programming with JavaScript, designing websites with cascading style sheets; in Flash to create powerful interactive applications and sites with embedded animation and interactivity; and Dreamweaver, Captivate, and other tools to facilitate efficient programming, using server languages such as PHP, MySOL, ColdFusion and WebDNA; and with database applications using MySQL, Microsoft SQL and WebDNA. Contractor ability to work with content from a variety of sources including working directly with Subject Matter Experts is required. Extensive experience with Section 508 compliance is also required. Experience in delivering Internet-based solutions for Macintosh and Windows, Explorer, Firefox, and all modern Web browsers are required. Objectives for Project: Contractor to provide hosting, maintenance, and support for the g-2-c-2.org website on behalf of the government, with options for additional design enhancements and development of G2C2. All data used in production or operation of the site is the sole property of the U.S. Government and the National Institutes of Health. Scope of the Project : 5.1 At a basic level, contractor will offer hosting, low level maintenance, and user support. 5.2 At an intermediate level, contractor will provide extensive support for users, provide for site redesign, and create tutorials on how to get the most from the website. 5.3 Provision of quality review and maintenance of the site. 5.4 Creation of marketing materials to improve utilization of the site. Tasks Required of the G2C2 Project Portion : Contractor agrees to provide the necessary equipment and personnel to complete the following tasks: 6.1 A system will be maintained so that all dynamic data is backed up nightly. In addition, a copy of the entire site will be kept on another server, in a different geographical location. In the case of a catastrophic system failure, the site could be restored and running on a separate system with minimal down time and loss of data. 6.2 Server upgrades, security patches including anti-virus and anti-spyware will be kept up to date. 6.3 Technical support will be provided for all users. This will include phone and e-mail-based support between 9 AM and 5 PM, Monday through Friday. A professional-level email-based support system will be used. In addition to making it easy for end users, it includes tracking to ensure responses are provided in a timely manner and records of correspondence are kept on file. Support will be limited to the website itself and not personal computer problems or questions about the content. Content questions will be referred to the appropriate G2C2 representative. 6.4 Quarterly usage reports will be provided upon request. Captured data includes aggregate information and statistics about website usage. Non-personally identifiable information about general site usage and anonymous visitors is collected such as browser type, number of page views, the date of request, and peak usage times. 6.5 Provide maintenance of the website, making minor modifications and adjustments to the site, as requested. This would include such things as making text changes, replacing PDF files, and adding links. This would exclude making major modifications or fixing any problems that already exist, if any. Major modifications and/or fixes could be handled under a separate contract. Supplied site will meet the security assessment requirementsin accordance with the governments security requirements. If it is determined, at any point that additional security measures are warranted, they will be implemented by the contractor. When the site currently meets all federally required guidelines and regulations, the contractor will ensure that it will continue to meet those requirements. 6.6 The contractor team will be available for calls on an as needed basis as mutually determined by G2C2 team members and contractor staff. 6.7 It is anticipated, and included in this proposal, that one additional discipline will be added each year. The contractor team will provide all the required support to make that happen seamlessly. 6.8 Provide assistance to participants in uploading resources and learning activities. This will include nursing and physician assistant/educator groups as well as genetic counselors, pharmacists, or any other groups that become part of the system. 6.9 Provide assistance with orienting individuals recruited for the board to the functions and capabilities of the G2C2 site. 6.10 Create tutorials on how to do the above as well as how to get the most out of the site. Any modifications to the site will be 508 compliant. Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services and the Small Business Size Standard is $25.0M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by September 23, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
