- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Thermo Electron North America LLC for purchase of an Energy Dispersive Spectrometer (EDS) System. Scope and Capabilities: The objective is to replace and update the current aging and outdated EDS system and associated software. The selected system must meet the following attributes: 1) The system must include digital x-ray count acquisition and digital image acquisition software, SEM interface, and pulse processor; 2) The system must include a PC computer (Intel Core 2 Duo 2.4 GHz, 1066 MHz front side bus, 2.0 G RAM, 160GB Hard Drive) with Windows based system, 19 inch LCD Monitor, 1 serial port, 1 parallel port, 6 USB ports, and Microsoft Windows 7; 3) Drift compensation software is required; 4) The system must include automated particle analysis capability; 5) The system must include automated particle analysis software consisting of automated stage controller, feature analysis, and chemical typing software; 6) Automatic and manual settings for energy range for acquisition; 7) Silicon drift EDS detector (SDD) with sensitivity to Be and 138 eV resolution at Mn; 8) Analys is automation software for multi-point and multi-sample analysis; 9) Elemental mapping software that provides a single compressed file with a spectrum at every pixel; 10) Elemental mapping software that corrects all data for dead time; 11) Elemental mapping software with data files compatible with optional pure component extraction software; 12) Dedicated digital pulse processor control of zero stabilization; 13) Spectral data file compatibility with real-time compound visualization software, providing real-time analysis of spectral imaging data set and automatically displaying calculated elemental phase images; 14) Spectral data files must also be compatible with phase image extraction software; and 15) freight and installation must be included in the quote. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Thermo Electron is the sole vendor that meets all of the specifications required for the new EDS system as listed above. In addition, NEIC has files generated from an existing ThermoNoran system onsite, which contain proprietary and/or confidential enforcement information. Other EDS software systems are not compatible with this data set and therefore any other system would not provide analysts with access to existing data and information. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
